1- Introduction
In the end of 2007, there are (16) independent Bar Associations in Iran, which are named at persian language (kanoon vokala'yeh dadgostari). Also recently, Iranian Bar Associationss Union is made for coordination between Iranian Bar Associations.

2- Organization Profile
2-1- Background
The Iranian Bar Associations was founded in 1912 in new course. The first and full Advocacy Act was approved on February 1937 and the Iranian Bar Associations got independence in 1952 in time of the Mr. Mosadegh's government.

2-2- Types of Membership
There are two type of membership in the Iranian Bar Associations. The first is full attorney as first degree with right to vote in Bar Assassination and trainees attorney as secondary degree with lower rights.

Membership is mandatory. Membership to the Iranian Bar Associations is required in order to practice. Only members of the Bar Associations will be admitted as barristers in the courts. Recently lawful advisors, with permission of the judiciary, have right to present in courts.

There are two ways of admission to membership of the Iranian Bar Associationss. First, taking an entrance exam which is open to law graduates and second, the judges who have practiced more than 5 years may apply for the membership.

The law graduates who have passed the entrance exam must practice as a trainee attorney for 18 months before taking the attorney exam. After passing the second exam successfully and complying with the professional bar and conduct they will be awarded a license to practice law in the Territory of Iran.

The judges, who would like to become an attorney at law, provided that they have been practicing as a judge for at least 5 years, have to apply for the membership to the Iranian Bar Associations. Their applications will be considered form the viewpoint of professional ethics and conduct and if approved they will be awarded a license to practice law in the Territory of Iran.

2-3- Number of Members
There are about 15000 attorneys and 5000 paralegals as the members of the Iranian Bar Associations in 2008.


2-4- Annual Fee of Membership The annual membership fee is deferent in Bar Associations in Iran, but annual fee in Iranian Central Bar Association in 2005 is 750,00IR Rials (US $ 80)

2-5- Practice by Foreign Attorney
There is not internal legal permit for foreign attorney's practicing in Iran, but it is possible to use Iranian attorney with advice of foreign attorney.


3- The Bar Association Structure

3-1- Executives and Officers
The Board of Directors the Iranian Central Bar Association consists of 18 members (12 are principals and 6 are substitute members). The other Board of Directors consists of 5 members as principals and 3 members as substitute.

The Board of Directors is the most important section of the bar.

3-2- Disciplinary Court and Prosecution
There are specialist court and the section of professional prosecution for disciplinary contact of attorneys in Iranian Bar Associations.

The Disciplinary Court of the Bar Association exercise supervisory control over the disciplinary activities of the attorneys and trainees. An attorney or trainee having committed a fault may be convicted to various disciplinary sanctions. The complaints are considered in disciplinary prosecution office and then in disciplinary Court will be issuing a verdict in case. The Disciplinary court of judges is final stage in this matter.

3-3- Code of Ethics and Rules of Professional Conduct
There is a Code of Ethics for the members of the Iranian Bar Associations. The Code is included in the Advocacy Act. The attorneys have to swear to comply with the code of Ethics and professional Conduct.

3-4- Bar Association's Commissions
The bar affairs are decided and executed in various commissions. Some of the important commissions are as following:

The Information Commission
Etc.

3-5- Journal and Newsletter
The Journal of Iranian Central Bar Associations is published quarterly as such the oldest legal journal in Iran. This journal consists of upcoming events and landmark court judgments and legal articles, also the Newsletter of Iranian Central Bar Associations is published occasionally. The Publication Committee is responsible for publishing the journal and newsletter.

Usually Iranian Bar Associations and other bar associations in Iran have their Newsletter that is sent to their members.

Recently, the electronic-newsletter is available in Persian language on the internet in websites and may be sent via e-mail.

4- Iranian Bar Associations Union
Iranian Bar Associations Union was founded in 2003 to coordinate the relations between all bar associations in Iran.

The full Persian name of the union is'' Eetehadieh sarasari kanoonhay vokalay dadgostary iran''.

Mr Bahman Keshavarz is the president of the Iranian Bar Associations Union from 2008 to 2010.

5-1- Iranian Central Bar Association
This association covers the attorneys in Tehran and central and southeast states of Iran. The central bar is the oldest, largest and the most important bar of Iran. Also the central bar has delegation in versus of Iranian government and the administration of justice, and in international affairs.

There are about 6000 attorneys at law as well as over than 2500 trainees members of the Iranian Central Bar Association.

Mr. Mohammad Gandaghi Kermanipoor is the president of the Iranian Central Bar Association, from 2008 to 2010
